Minimum requirements:
- Education: Masters degree in Statistics, Economics, Public Health, Social Sciences, Disability Studies, Development Studies, or related fields.
Work Experience:
- Minimum 5 years of relevant professional experience in survey implementation, research, monitoring and evaluation, data management, or field coordination.
- Experience working on disability, child protection, education, health, or social protection programmes.
- Demonstrated experience managing field teams and large-scale data collection exercises.
- Strong experience using KoboToolbox or similar electronic data collection platforms.
- Experience in data quality monitoring, cleaning, and validation.
- Familiarity with government systems and disability stakeholders in Bhutan.
Knowledge/Expertise/Skills:
- Strong project coordination and organizational skills.
- Excellent interpersonal and stakeholder engagement skills.
- Strong analytical and problem-solving abilities.
- Strong analytical and report-writing skills.
- Ability to manage multiple tasks under tight timelines.
- Excellent written and verbal communication skills in English.
- Knowledge of Dzongkha and local contexts is required.
Language Requirements: Excellent command of written and spoken English and Dzongkha, with strong report-writing and communication skills.

A detailed technical proposal:
- Applicants shall submit a technical proposal (maximum 10 pages excluding CVs and annexes) containing:
- Understanding of the assignment and objectives.
- Proposed methodology and technical approach, including disability measurement, severity classification, data validation, statistical analysis, and reporting methodology.
- Workplan and timeline for all deliverables.
- Description of relevant experience in disability assessments, disability measurement, disability-related cost analysis, and social protection programme design.
- At least two examples of similar assignments completed.
