NHDCL has been registered under the Companies Act of the Kingdom of Bhutan in 2009 with the mandate to provide housing for the low income section of the population especially in Thimphu and Phuentsholing. NHDCL is also tasked to construct and manage government residential accommodations, develop appropriate housing allocation system to civil servants and to determine rental charges.
On 1 June 2011, NHDCL has been formally de-linked from the Ministry of Works and Human Settlements.
Governed by a Board of Directors, the NHDCL is staffed with 63 employees comprising of engineers, architects and other managerial and support category. Commencing 1 January 2012, the government has authorized NHDCL to collect rental proceeds from the government housing under its management to meet its operational costs, with no budgetary support from the government.
NHDCL is expected to have its capital asset 78 acres of land in Phuentsholing and Thimphu and more than 31 acres in other Dzongkhags. There are a total of 287 buildings of 1,525 units spread across the country. NHDCL’s primary revenue is from the rental collection of the housing units amounting to Nu. 40 million per year. The corporation is operating with an annual expenditure of 22 million. From 1 July 2012, the corporation has its Service Rules and Regulations approved by its Board of Directors.
The organizational development initiative seeks to establish a road map for NHDCL to prepare itself as an organization to accomplish its corporate plan in the next five years. The Organizational development exercise will outline a broad framework and approaches to address human resource challenges and internal configuration required to deliver the mandate of the organization.
